About the Bureau
The Bureau of Almost-Happened Events maintains the archive of counterfactual incident reports: the branching record of what would have occurred. Every docket is a directed graph of documents — readers traverse the graph, and the Bureau stamps every conclusion. The Bureau's founding date isnot a matter of public record.
How the archive is filed

caseFile | A docket. Carries the premise, the filing code, and a review status that gates publication. |
incident | One node in the graph. Its choices[] are references to sibling incidents; an incident with no choices must be stamped as an ending. |
artifact | Evidence attached to an incident — instruments, memos, photographs — rendered as generated cards. |
review | An append-only approval trail. Authors submit rounds; curators approve or request changes. A Sanity Function syncs the decision back to the docket. |
Reading a docket
Entry is always the incident with order == 0. Choices are labeled doors; consequence notes are the Bureau's own marginalia. Three designations end a path: REPRIEVE, ANOMALY, andCATASTROPHE. The Bureau does not explain the difference. You will know when you get there.
